The Australian Taxation Office (ATO) provides an exemption for Fringe Benefits Tax (FBT) on electric cars, aiming to incentivise the adoption of environmentally friendly vehicles in Australia. Employers can provide electric cars to their employees for private use without incurring FBT, making electric vehicles more accessible and affordable for both employers and employees. Additionally, this exemption extends to electric cars leased under novated lease arrangements, providing further flexibility and savings for employees transitioning to electric driving.

NSW

If you live in NSW there is no longer an electric vehicle rebate however the government has pledged more funding to EV charging infrastructure13. The $263 million funding will support a revised NSW EV Strategy and the state’s goals to achieve Net Zero emissions targets of 50 per cent of new electric car sales by 203014.

ACT

All new and used zero emissions vehicles are eligible for two years of free registration until June 30, 2024. Also, an exemption from stamp duty applies for all new zero-emission vehicles, including cars, motorcycles, utility and light commercial vehicles15.

VIC

There is also no rebate anymore for VIC drivers, however, if you drive a ZEV or other low plug-in hybrid vehicle, you may be eligible to receive a $100 annual discount on vehicle registration. However, it does not apply to all-electric heavy vehicles and motorcycles. ZEVs are also exempt from luxury vehicle rates of stamp duty and instead charged a flat rate of $8.40 per $200 of market value, regardless of purchase price16.

QLD

Good news for the maroon state. Queensland doubled its rebate from $3000 to $6000 for new EVs and raised the purchase price threshold to $68,000, with businesses potentially eligible for a $3000 rebate. You may also receive a 33% discount on stamp duty for electric and hybrid vehicles, with a rate of $2 per $100 of sales value (up to $100,000) and $4 per $100 if it is over that value. This is compared to a stamp duty of up to $6 per $100 for higher-emission vehicles17

SA

You could potentially enjoy a $3000 rebate and three years of registration if you live in SA, however, it is only for the first 7,000 battery electric or fuel cell (hydrogen) vehicles valued at less than $68,750. This offer was limited though and as of August 14, 2023, there were only 1,400 rebates still available18.

WA

You could also be the recipient of a $3500 rebate in WA if you are one of the first 10,000 buyers of new ZEVs including BEVs and FCEVS for vehicles with a dutiable value of $70,000 or less that are licensed for road use19.

TAS

We hate to be the bearers of bad news but there are currently no electric vehicle uptake incentives in TAS however businesses and organisations can take advantage of the national incentives mentioned above.

NT

If you buy a new or used EV, fuel-cell or plug-in hybrid, you could receive a $1500 discount in stamp duty for vehicles with a dutiable value of up to $50,000. New and existing BEVs and PHEVs also receive free registration. Keep in mind that this is on a time limit of 5 years from 2022. Also, until June 30, 2024, homeowners and businesses can apply for $1,000 and $2,500 respectively to buy and install an electric vehicle charger.

Don’t Forget Road User Charges

While incentives always sound amazing, the Government has some strategic moves to ensure they offset the loss of fuel excise income from EV drivers. 

This is where road user charges (RUC) come in. A RUC is a distance-based tax placed on eligible vehicles. The rate is charged per kilometre driven and is indexed to CPI each year.

VIC is leading the way, with RUC already implemented for their EV owners. NSW, SA and WA have announced their plans for additional road use taxes. QLD, TAS, NT and ACT have yet to announce any taxes or charges; however, they have not ruled them out for the future20
